Manuscript addressed as to the King of Spain in response to a suggestion from Pope Alexander VII that he send a Cardinal to act as regent for the minor Charles II in Naples and Sicily. Siniscalco disputes the accuracy and validity of the historical precedents offered by the author of that suggestion and argues against such an appointment, also on historical grounds.
